Chesterfield County is pleased to announce the opening of a new small business that caters to general contractors and other businesses. The business, James River Industrial Park, had a ribbon-cutting ceremony today at 2 p.m., which will be followed by a grand opening on Saturday, May 30, 11 a.m.-3 p.m. The public is invited to attend the grand opening.

James River Industrial Park is centrally located in the Enon Area at 13515 Lawing Drive. Owners Russell E. and Deborah R. Hughes are excited about locating their general contracting business, James River Contractor, at their new facility while also providing space for other businesses to thrive.

The Boneyard Butcher & Seafood Shop, 12406 Southshore Pointe Drive, in the Shops at Southshore on Hull Street Road, celebrated its grand opening with a ribbon cutting on May 15, 2015. Food, refreshments and festivities followed the ribbon cutting event.

The Boneyard Butcher & Seafood Shop is an old-style butcher shop, reminiscent of an era before shoppers bought all of their groceries at mega-supermarkets. They will sell high-end cuts of meats and seafood, including live lobsters. The shop will also sell some prepared foods and steam items to order.

Chris Tavenner, the shop’s owner, plans to set himself apart by providing first-class, Ukrop’s-style customer service in a location where the nearest competition is Walmart and Food Lion. “Opening our first store, we wanted to find a niche,” Tavenner said. “We looked at Midlothian Turnpike and the West End, but those places already had specialty stores.”

Has Played Major Role in County’s Record Success

CHESTERFIELD COUNTY, VIRGINIA — Chesterfield County named H. Garrett Hart III its new economic development director today at a Chesterfield Chamber of Commerce luncheon held at the Sheraton Richmond to honor Will Davis, who is retiring from the post. Hart, a nine-year member of the county’s economic development team and currently its assistant director for new business development, will assume the lead role July 1.

Hart said he plans to continue Davis’ strong legacy. Under Davis’ leadership, the Economic Development Department recorded $3.2 billion in new capital investments and 8,200 new jobs. Hart has played a significant role in that growth.

“During Garrett’s tenure with Chesterfield, the county experienced the most successful era for growth of business, jobs and investment,” County Administrator Jay Stegmaier said. “When you look at major projects that came to the county over that period you will find Garrett’s fingerprints on all of them.”

Hart’s selection followed an international search that resulted in 23 total applicants from seven states and three countries, including Canada, Samoa and the U.S. A five-member panel comprised of public- and private-sector representatives interviewed seven applicants.

“I want to thank Will Davis, Jay Stegmaier, other county leaders, the selection committee and the Board of Supervisors for their work during the selection process and for having confidence in me,” Garrett said. “I look forward to working with my fellow county colleagues and the Chesterfield business and development communities to continue to make Chesterfield one of the best places for business in the country.”

Solar Array at Capital One in Meadowville Technology Park Provides Backdrop for Signing

The ceremony was held at Capital One’s Meadowville Technology Park in Chester, where Dominion recently completed construction of a 500 KW solar array. More than 100 Capital One employees attended the event as a part of the company’s weeklong celebration of Earth Day.

The Richmond.com has posted an article by Times-Dispatch staff writer John Reid Blackwell about a recent study of locations for logistics-related businesses where Chesterfield came out as top ranked.

Chesterfield County has been ranked as the top location on the East Coast, and one of the best places in the nation, for logistics-related businesses.

A study by The Boyd Co., a Princeton, N.J.-based corporate site-selection consulting firm, said Chesterfield has the lowest annual operating costs for distribution warehouses among the top 25 areas in the nation for logistics businesses.

It’s a great time to be living in Chesterfield County! We’re experiencing excellent economic development success and the word is out – all around the globe – that Chesterfield County is an outstanding place to live, work and play. And eat!

This past year was a historic one for Chesterfield County. Our population grew to another record, surpassing 332,000 residents at the end of the year. Employment in the county, once again, set records as companies added new workers to their payrolls. Retail sales were higher than ever before as new and existing local businesses captured additional consumer spending. New economic development announcements topped $2.13 billion in 2014, which was by far the most in the history of Chesterfield.

In the years ahead, we expect our population to continue to grow. It is estimated the county will have more than 346,000 residents by the year 2020 and more than 360,000 residents by 2025. Many of those new residents will need a place to work.

Fortunately, companies in Chesterfield like Amazon.com have been creating thousands of new jobs for area residents. In the second quarter of 2014, the number of jobs in Chesterfield reached an all-time high of 124,380 for that reporting period.

Those jobs were in 7,880 establishments spread across the county. The number of establishments for that period was also a record high. These record numbers will likely be surpassed by end-of-year figures due out in a few months.

Retail spending has picked up significantly in Chesterfield as consumers regained confidence. Taxable retail sales reached a record $3.94 billion in 2014. That figure was up more than $193 million from the year before. In the past five years, taxable retail sales are up nearly $600 million in the county.

We expect food and beverage stores will continue to see significant increases in sales over the next couple of years. Sales last year in that category were up more than 7% over the previous year. This year the battle for your food dollar is really heating up in Chesterfield.

New to our area, Wegmans Food Markets is under construction in Stonehenge Village, a retail project located on the eastern edge of the Village of Midlothian. The store is expected to open in early 2016.

Also new to the market, discount grocery chain Aldi has submitted plans for a store on Mall Drive just north of Costco. The chain sells a limited variety of mostly Aldi branded products at bargain prices.

In anticipation of an expanding market and increased competition, other grocery retailers like Kroger, Martin’s, Walmart, Food Lion, and Fresh Market are building new stores, expanding existing stores or renovating store interiors.

This past year, Martin’s opened a new store off Charter Colony Parkway in Midlothian and expanded its Harbour Pointe store on Hull Street Road. Martin’s is also renovating and expanding its store on Jeff Davis Highway in Chester.

After recently completing an expansion of its Swift Creek Village store on Hull Street Road, Kroger is currently building a new store on Iron Bridge Road in Chesterfield. Kroger is also expanding its Ivymont store in Midlothian.

Fresh Market will open a new store in Commonwealth Center later this year in the building formerly occupied by Barnes & Noble. This will be Fresh Market’s second store in Chesterfield.

Walmart recently opened one of its smaller, food-oriented, Neighborhood Market stores in the Meadowbrook Plaza shopping center. The company has another Neighborhood Market store under construction in Watermark Town Center off Iron Bridge Road near the Chesterfield airport.

One product that will be on shelves in many of those stores is Sabra Hummus. The Sabra Dipping Company recently completed an $86 million expansion of its hummus manufacturing facility in southern Chesterfield. The expansion doubled the size of the former operation. More than 600 workers are now employed at the plant. The world’s largest hummus manufacturing facility is located right here in Chesterfield County.

Other products made or distributed in Chesterfield will also show up on the shelves of local stores. In Meadowville, Medline Industries recently completed construction of a $23 million, 400,000 square foot, medical products distribution center. Medline is the largest privately held manufacturer and distributor of health care supplies in the United States. You can find Medline products like Curad adhesive bandages in your favorite store.

The biggest economic development announcement in the history of Chesterfield County was made by Shandong Tranlin Paper Co., Ltd. in June 2014. The company plans to invest $2 billion and create 2,000 jobs in its first U.S. advanced manufacturing operation. Tranlin will produce tree-free, non-chlorine bleached paper products made exclusively from organic agricultural field waste such as wheat and corn stalks. You will likely see the company’s environmentally friendly tissue products in local stores in the near future.

$68+ Million Project Commenced

Charlotte-based Crosland Southeast in partnership with Hartford-based Hutensky Capital Partners, the developer of Stonebridge, and Virginia Beach-based Boyd Homes, the builder and developer of numerous local communities, announce that Boyd Homes has just begun construction of Element at Stonebridge, a 400 unit urban style apartment complex in Stonebridge.

The project will consist of studio, one and two bedroom apartments in four buildings. The buildings will feature onsite amenities and balconies overlooking interior courtyards. Uphoff Ventures has signed a strategic partnership with Jinma Group from Quanzhou (Fujian Province), China, which plans on significant investments in waterparks and entertainment centers in the United States and China. The partnership will begin immediately with the conceptual phase of a $160 million water park, hotel and convention center. Uphoff Ventures plans to utilize their property located next to Uptown Alley in Chesterfield for the new venue. Renderings of the new facility can be seen above.

Steve Uphoff founded the Uppy’s convenience-store chain and two Uptown Alley location including other successful investments. Uphoff Ventures is a family-owned business located in Chesterfield, Virginia. The organization works in partnership with Trifecta Management Group who will operate the new entertainment venue.

The economic impact of sports tourism in Chesterfield County continues to grow. Richmond Sports Backers Executive Director Jon Lugbill presented an update on sports tourism to the Chesterfield County Board of Supervisors at a public meeting on Wednesday afternoon.

The highlights of the presentation include the following:

  • Sports tourism once again made a significant contribution to the economy of Chesterfield County in FY2014. In the fiscal year that ended in June, the total economic impact was over $25.3 million. The total was up $3.5 million from $21.8 million in the previous year.
  • The events in Chesterfield continued to attract large numbers of attendees. More than 156,000 people showed up at events across the county. These numbers included both participants and spectators.
  • A lot of the attendees were from out-of-town. More than 101,000 visitors came in from outside the area. Those visitors brought new dollars into the economy as they spent money on food and lodging at restaurants, hotels and other attractions.
  • Much of the sports tourism activity turned into direct revenue to Chesterfield County. Over the past three years more than $2.43 million has been added to the revenue stream of the county.

Medline Industries has nearly completed construction on its 400,000 square-foot distribution center in Meadowville Technology Park. The project is located on a 63-acre site across from Amazon’s 1 million-square-foot fulfillment center.

The facility incorporates the latest in sustainable building techniques. The building will have an 8,000-square-foot main office space with an 8,000-square-foot mezzanine for future office needs. There will be a 1,500-square-foot shipping and receiving office along with 52 dock doors, two drive-in doors and a 750 kilowatt backup generator.

Warehouse space will be equipped with T-5 lighting with motion sensors and daylight harvesters. A building management system will monitor electrical and mechanical systems. In addition, the building will have 400 skylights and LED lighting for energy savings.

The company expects to be operational at the facility in October.

Part II: The Private Sector

While the state, regional, and local governments worked together on the Tranlin project, they also had some help from the private sector. Timmons Group, an engineering firm, had expertise and a unique perspective that proved valuable for the deal.

Tranlin operated large-scale manufacturing facilities, an area Timmons Group knew well. Timmons Group was then able to communicate with Tranlin’s technical team in China to understand the facilities’ requirements and ensure that the James River Site could meet or exceed these needs. Additionally, Timmons Group prepared detailed schematic alternatives so that Tranlin representatives could picture their new Chesterfield facility.

Timmons Group also accompanied Chesterfield County to China. The trip was intended to provide them with a better understanding of Tranlin’s operations and how the facilities could best be implemented at the James River Site. Chesterfield chose to bring Timmons with them to have two additional perspectives: that of a technical advisor, and also that of a Chesterfield-based business. After the group returned to the U.S., they created a more refined project layout to present to Tranlin on their return trip.

Part I: The Government Side of the Deal

The Tranlin investment announced on Wednesday marked a milestone in Virginia history. With most groundbreaking events, a single party cannot be held responsible for the entire accomplishment. This project was no different.

Various departments from the state, regional, and local governments worked together to make Tranlin happen.

It all began with a connection to the University of Virginia that generated a state lead for the project. From there, the Virginia Economic Development Partnership asked for land and site opportunities that met the prospect’s requirements from three regions: the Danville area, Hampton Roads and Greater Richmond. Sites in Chesterfield and Henrico counties were submitted for consideration in Greater Richmond.

The Greater Richmond Partnership pitched these sites, along with Danville and Hampton Roads presenting their opportunities, to Tranlin representatives on multiple occasions during the fall of 2013 and the early winter of 2014.

The Greater Richmond Partnership then worked with the two local economic development offices in Chesterfield and Henrico to coordinate site visits in September and October 2013.

Tranlin chose Chesterfield’s James River Industrial Park as their preferred site in December 2013. Chesterfield County took command at this point, handling any questions or requirements Tranlin had before closing the deal in June 2014.

Based on analysis performed by the U.S. Department of Agriculture, the Virginia Department of Agriculture and Consumer Services, and Virginia Tech Cooperative Extension, the economic benefits of this operation will be felt throughout the agriculture sector, from new demand for agricultural equipment, to new jobs for direct and indirect agricultural jobs. In addition, this project will help preserve farmland by providing farmers a new opportunity to derive additional economic return from their land and equipment, creating positive economic pressure to maintain it in farming use. The harvest of straw in the spring and corn stalks in the fall for use by Tranlin will be two new cash crops for Virginia producers, in addition to other fibrous products from the surrounding area. From an environmental standpoint, the harvest of these agricultural residuals is compatible with the Chesapeake Bay-friendly no-till crop production practices these producers are already using. In addition, Tranlin prides itself on a process that leads to an environmentally friendly effluent, resulting in the discharge of quality, clean water.

Founded in 1976 and based in Liaocheng, China, Shandong Tranlin Paper Co., Ltd. is centered on the pulp and paper industry, with an annual productivity of 400,000 tons of refined pulp, 700,000 tons of machine-made paper, 400,000 tons of organic fertilizers, and 2.4 billion food and medical packaging boxes. The company has established a diversified product structure centered on the natural products and a marketing network in accordance with demands of internationalization. The main products, with more than 100 varieties and five categories, include refined natural pulp, natural culture paper, natural household paper, food and medical packaging box and organic fertilizers. The products are sold in more than 30 provinces, municipalities and autonomous regions of China, and some products have been exported to the United States, Europe, Japan and South Korea.

The Virginia Economic Development Partnership worked with Chesterfield County, the Virginia Department of Agriculture and Consumer Services, the Greater Richmond Partnership, Dominion Virginia Power, the Timmons Group, and the Virginia Port Authority to secure the project for Virginia.

Governor McAuliffe approved a $5 million grant from the Governor’s Opportunity Fund to assist Chesterfield County with the project. Funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program. The company may be eligible to receive a Major Employment and Investment (MEI) Project custom performance grant, subject to approval by the MEI Project Approval Commission. An MEI project is defined under current law as a regional economic development project in which a private entity is expected to make a capital investment exceeding $250 million in the Commonwealth and to create more than 400 new full-time jobs. As part of its review, the Commission may endorse certain incentive packages for approval by the General Assembly.

RICHMOND, Va. – Philip Morris USA (PM USA) today announced it intends to invest over $50 million to establish a tobacco leaf storage warehouse complex on 118 acres in Chester, Virginia. PM USA will lease four buildings totaling 1 million square feet off of Bermuda Hundred Road in the Meadowville area of Chesterfield County.

PM USA is developing the new warehouse complex to store raw materials used in making its tobacco products. The warehousing complex will complement PM USA’s existing leaf storage warehouses in the Richmond area.

International headquarters and production facility will be in North Chesterfield, Virginia.

Avail1NORTH CHESTERFIELD, VIRGINIA – May 22, 2014 – Avail Vapor, LLC, a Richmond-based company that is an industry leader in the rapidly expanding vapor and e-juice industry, has purchased a 37,515 square foot facility in Chesterfield County. It is located on four acres in the Southport Office Park and the building combines multiple office spaces as well an expansive production space. The projected capital investment will be $5 million with 60 employees.

James Xu, founding partner of Avail Vapor, says “We are excited to begin the renovation for our new Avail headquarters immediately. We will be converting this space in the coming weeks to house a new, state of the art, pharma-white room laboratory, and a production facility for the exclusive production of Avail Premium E Juice. This new facility and custom line will produce 8,000 bottles an hour while maintaining the quality, purity, consistency and flavor that Avail has come to stand for.” The new facility also will house the distribution facility for all Avail stores as well as the executive and support staff for Avail corporate stores located currently in Virginia and Maryland.

Avail currently operates in nine locations and has 11 more under construction or lease in the Mid-Atlantic. The company currently has 25 employees in the county, and will invest $21 million and create 25 additional positions with this project.

Capital One Financial Corporation has completed construction of a $150 million data center in Meadowville in Chesterfield County, Virginia.

The Virginia data center is part of Capital One’s core IT infrastructure that incorporates new technologies to better meet customer needs. The project will create at least 50 new jobs.

In partnership with the Chesterfield Chamber of Commerce and the Chesterfield Business Council, Chesterfield County honors local companies annually that contribute to the county’s economy and its residents through the First Choice Business Awards. The Board of Supervisors will formally recognize all winners at their August 28, 2013 meeting.

The following are the 2013 First Choice Business Award Winners: Environmental Stewardship Award – B&D Chimney Services, Community Impact Award – Haley Buick GMC, Innovation Impact Award – Networking Technologies and Support, Building Healthy Communities Award – HCA Virginia Workplace Wellness, Small Business Excellence Award – Commonwealth Photography, and the 2013 First Choice Business of the Year was awarded to Holiday Inn Koger Conference Center. This award is designed to recognize a Chesterfield County business, which has been a leader in terms of overall impact to the County.

The winners were chosen by a selection committee, which consists of business leaders and other business owners for their community and business knowledge. The intent is to give recognition to businesses that consistently contribute to the local economy through employment, community service, or create and deliver products or services that are innovative to its customers. Other criteria include that a business is a leader in valuing its employees, and upholds the principles and standards of ethical business practices.

“The success and growth of our existing businesses is vital to our economy, and we are proud to recognize their contributions to the county,” said Dorothy Jaeckle, Chair of the Chesterfield County Board of Supervisors.
