Cranemasters has purchased a new facility in the Chesterfield Airport Industrial Park in Chesterfield. The railroad services contractor currently is headquartered in Henrico County and has two satellite offices in Indianapolis and Maryland. The airpark location will employ up to 12 in the first phase, with an initial investment of $1.7 million.

Cranemasters has been in business since 1986. Its primary services are derailment recovery operations, load adjustments and transfers, railroad track maintenance and construction, rail car repair, and contract equipment refurbishment and fabrication.

“We look forward to opening our new facility and growing our opportunities in Chesterfield County,” said Barry Isringhausen, vice president of Cranemasters.

“We are pleased to welcome Cranemasters to Chesterfield County and look forward to the company’s continued growth,” said Dan Gecker, chairman of the Chesterfield County Board of Supervisors. “Our railroads play a strategic role in our economy, and the support to keep them operating at peak efficiency is critical.”

Porter Realty handled the purchase of the facility. The Chesterfield County Economic Development and Planning departments assisted with site and business requirements.

Governor McDonnell, Amazon.com Announce Company’s Plans to Open Two Fulfillment Centers in Virginia, Creating More than 1,350 New Jobs

Governor Bob McDonnell today announced that Amazon.com.kydc LLC, a Delaware limited liability company and affiliate of Amazon.com, Inc., will invest a total of $135 million to establish two fulfillment centers in Virginia. The company will invest $85 million and create 1,000 jobs in Chesterfield County, and invest $50 million in Dinwiddie County, creating 350 new jobs.

Speaking about today’s announcement, Governor McDonnell said, “This project that includes a $135 million investment and more than 1,350 new jobs is a tremendous win for the greater Richmond region. Amazon is a billion dollar company that is known all over the world, and the new centers in Chesterfield and Dinwiddie counties will fulfill orders from placement to delivery within their target customer range in just one to two days. Amazon operates data centers in three other locations in Virginia, and the establishment of these new operations is testament to the positive business climate and success the company has experienced in the Commonwealth.”

“We are so pleased that international Internet giant Amazon has selected Chesterfield County for its new one million square foot fulfillment center,” said Art Warren, Chairman of the Chesterfield County Board of Supervisors. “It is exciting that this outstanding announcement coincides with the opening of the new Meadowville interchange which will benefit everyone, present and future. And, the infrastructure surrounding this announcement further positions the Meadowville Technology Park as a key destination for business. We are thrilled that Amazon recognized the assets and solid infrastructure in place in the greater Richmond region and will make a great investment to establish its newest fulfillment centers in Virginia.”

In addition to Chesterfield Economic Development, Amazon was assisted in their site selection process by the Virginia Economic Development Partnership, the Greater Richmond Partnership, and Virginia’s Gateway Region. Governor McDonnell approved a total of $3.5 million in grants from the Governor’s Opportunity Fund to assist both Chesterfield County and Dinwiddie County with the project. The company is eligible to receive benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company’s recruitment and training activities.

Volkswagen of America has selected Priority Automotive to build a new dealership in the Richmond area. The new dealership, to be called Priority Volkswagen, is being built adjacent to Priority Toyota, Priority Scion, Priority Nissan and the Priority Collision Repair Center. The Priority complex is located on I-95 at Walthall Center Drive in Chester. Priority acquired the property several years ago with plans to build multiple dealerships at that location.

Priority was selected from several dealer groups vying for the new franchise, based on demonstrated success in Richmond and other markets and a history of aggressive marketing programs. Priority has carved a unique niche for its dealerships by offering a number of trend-setting services which have been the first of their kind in the industry. Priority sets itself apart with its Priorities For Life program which includes engine guarantee for life, oil and filter changes for life, state inspections for life, and other benefits on new and used vehicles. The dealership recently added free towing as another benefit of their Priorities For Life program. Priorities For Life now serves more than 50,000 car and truck owners.

According to Ellmer, construction is underway and Priority Volkswagen is expected to open in late 2011.

SportsQuest, the Chesterfield County-based sports and entertainment enterprise, has partnered with the largest independent soccer group in the area — the Richmond Strikers.

The arrangement will allow the Strikers to use SportsQuest’s 17-field synthetic turf tournament complex, currently under construction, for its major annual events, including its crown jewel, the prestigious Jefferson Cup. That tournament draws about 750 teams and 30,000 people to the Richmond area each year, most of them from out of state.

The two-weekend event is held at 13 sites around the area, including the Strikers’ 11-field park in Henrico County, and generates about $9 million annually in tourism dollars, according to economic-impact studies conducted for the Richmond Metropolitan Convention & Visitors Bureau.

The partnership with SportsQuest will allow the Strikers to accept more teams and potentially expand the tournament to a three-weekend event. The Strikers also might enlarge its other major tournament, the Capital Fall Classic, a one-weekend event in November that draws about 350 teams.

The Strikers will work with SportsQuest to host additional tournaments at the campus, with the goal being five a year over eight weekends, which could bring as many as 100,000 people to the area. The two groups will share the revenue from the events.

“This is a true partnership. We’re putting all the money in a bucket and sharing,” said Burton, who noted that the Strikers’ recreation and travel leagues will remain independent of SportsQuest.

Work is scheduled to begin this fall on the west campus, which will include a 5,000-seat arena, a 2,500-seat ice multisports center, a velodrome for track bicycling, an aquatics center, and a fitness center.

In total, SportsQuest’s campus is expected to cost about $100 million.

My Business Starts Here

With the launch of “My Business Starts Here”, Chesterfield Economic Development and the Chesterfield County Public Library have partnered to offer residents seamless service and resources for their small business needs.

While there are numerous resources available to entrepreneurs, getting the RIGHT help is a daunting task. One of the major obstacles to self-employment is the difficulty in gathering accurate and specific information to facilitate the process of starting a business. Potential entrepreneurs are immediately faced with not only the requirements of business operation, but also a myriad of local, state and federal forms, requirements, rules and regulations that can become overwhelming.

This new web portal, MyBusinessStartsHere.com, is designed to direct entrepreneurs to solutions to their business questions. Users will find a step-by-step guide to starting a business, information on sources of capital, how to get a business license in Chesterfield, additional requirements for certain business types and information on how to do business with government. Users can access the portal from their home computer or any library location, where they can also utilize a host of free tools, free expertise, and free technology.

Chesterfield Economic Development (CED), along with support from the Board of Supervisors and County Administration, is committed to working with our existing, small, and minority businesses to help make them a prosperous part of the business community. By partnering with agencies like the Small Business Administration (SBA) and Virginia Department of Business Assistance, County departments such as the Community Development division, Chesterfield County Public Libraries and with other resource partners, both start-up and existing small and minority businesses can be provided technical assistance and access to business resources at the local level. CED currently offers: workshops and seminars, access to capital, site selection assistance, county permit process guidance, and one-on-one business counseling.

Chesterfield County Board of Supervisors passed an agenda item on Wednesday, May 26, 2010, to approve a lease with SportsQuest of 8 synthetic fields and a 40,000 square feet warm-up area at 288 and Powhite Parkway. This lease also includes the use of 2 gymnasiums, or 4 practice courts, and a senior center. The 250-acre campus, when fully built out, will have a capital investment impact of $250 million and create up to 500 jobs. The project is estimated to produce direct tax revenue of $2 million and indirect tax revenue of $4-5 million per year to the county.

Construction on the114-acre East Campus is currently underway and the first 1 million square feet of turf will be installed and ready to play on for fall programs. Priority Nissan plans to construct a new 32,000 square foot facility, invest approximately $7.5 million in the location and create 60 jobs.

Governor Bob McDonnell

Governor Bob McDonnell joined Dr. Steve Burton and Chesterfield County officials today, March 10, 2010, for groundbreaking ceremonies on the East Campus of SportsQuest located at Route 288 and Powhite Parkway.

Governor McDonnell spoke to the crowd of supporters about creating jobs and investment in both Virginia and in Chesterfield County.

Dr. Steve Burton is CEO and Founder of SportsQuest. He owns and operates Richmond Ice Zone off of Midlothian Turnpike. He also supports his short track, speed skaters which are National Champions and who have competed at the Winter Olympics.

The East Campus is 115-acres and includes a 17-field tournament complex for multiple sports, an amphitheater and a central plaza as part of its Festival Park. This campus will be the largest synthetic turf campus in the United States.

The West Campus is slated for construction in the fall. It will include a 5,000-seat arena, 2,500-seat ice multi-sports center, a velodrome for track bicycling, an aquatics center, a fitness center, office space, sports medicine center, retail and a hotel.

Sportsquest Groundbreaking

Kenco will be adding 25 – 30 new jobs and investing $1.6 million at their current site at the Walthall Enterchange in Chesterfield County.

Kenco Logistic Services is one of the nation’s leading third-party logistics providers and has grown to over 100 facilities and more than 25 million square feet of warehouse space in 32 states and Canada. Kenco manages facilities for the automotive, food, textile, appliance, and healthcare industries.

Devon USA will act as the General Contractor for the expansion. Devon is a leading developer and general contractor for warehouse, distribution, and light manufacturing facilities in the Mid-Atlantic area.

Chesterfield County Economic Development assisted with the expansion as well as the Virginia Department of Business Assistance.

Second Building to Focus on New Technology

Hill PHOENIX has announced that it will expand in Chesterfield County with the leasing of 317,319 square feet at 1301 Battery Brooke Parkway. The company designs and manufactures a comprehensive line of refrigerated display merchandisers for commercial applications. Space constraints at the company’s original building on Ruffin Mill Road necessitated the search for additional space. The company will have two locations in the county.

Total investment including tenant up fit and new machinery and tools is anticipated to be more than $9.3 million. In addition to the capital investment the company expects to add new jobs as the project develops. “This production facility will be a good addition to our current production facility already located in Chesterfield County,” said Tom Marcy, Vice President and General Manager for the Hill PHOENIX Case Division. “We will now have the ability to better support our customers without some of the constraints of our current facility. This is a win-win for our customers, employees, and the industry”, he added.

“Hill PHOENIX has been an important corporate citizen in Chesterfield County for over 10 years and we are thrilled that Hill PHOENIX chose to expand in Chesterfield County,” said Art Warren, chairman of the Chesterfield County Board of Supervisors. “The area’s stable workforce and practical business costs have helped the company succeed, and I congratulate Hill PHOENIX on an expansion that will continue to distinguish the company and improve its bottom line,” he added.

Hill PHOENIX designs, manufactures, sells and installs refrigerated display cases, refrigeration systems, power systems and walk-in coolers. The company’s executive offices are located in Conyers, GA.

New Watkins Centre ambulatory care campus projected for 2011

A new $30 million Bon Secours ambulatory care campus will bring an influx of capital investment and 100 new jobs to northwest Chesterfield County in addition to increased availability of ambulatory services for the county’s fast growing population.

The new campus of Bon Secours will be located at Watkins Centre, at the corner of Route 288 and Midlothian Turnpike, just 4.5 miles from Bon Secours St. Francis Medical Center. Scheduled completion for Phase I of the project is 2011.

“We are very pleased to make an announcement that will have such a tremendous economic benefit to the county,” said Art Warren, chairman of the Chesterfield County Board of Supervisors. “Bon Secours’ development adds important healthcare services for the community, creates a substantial number of jobs, and is strategically positioned to be a success for both the health system and the county.”

Bon Secours at Watkins Centre will be built in phases with Phase I consisting of 100,000 square feet of space that includes a freestanding emergency department, a comprehensive diagnostic imaging center and a physician medical office building which will house primary care, obstetrics and gynecology and internal medicine physician practices.

When Phase II is completed, the total medical campus will consist of some 200,000 square feet of space. Plans for Phase II are still under development.

“Chesterfield County has been a great partner; we worked closely in selecting the Watkins Centre property for development,” said Peter J. Bernard, chief executive officer of Bon Secours Virginia. “We have done our due diligence on this project and expect all of our services to be at or near capacity soon after operations begin.”

According to Chesterfield Country officials, the Midlothian area surrounding the Watkins Centre is expected to grow significantly in the next 10 years, creating a need for more medical services to accommodate the growing population.

The northwest part of the county, where the Watkins Centre is located, will service three large residential and commercial areas of Chesterfield as well as Powhatan, Goochland, and Western Henrico counties.

The Watkins Centre, already under development, has room for 2.5 million square feet of office space, 200,000 of which is already developed and 1.3 million square feet of retail space, 900,000 of which is already developed. “This area is one of the key gateways to the future economic growth of Chesterfield County. This project is a perfect fit and we’re excited about the continued investment of Bon Secours in our community,” said Jay Stegmaier, County Administrator for Chesterfield County.

“Adding 200,000 square feet of medical facilities is a key element of the Watkins Centre,” said Sen. John Watkins, who represents Chesterfield County. “Bon Secours is integral to the property’s development and compliments everything we are trying to accomplish in Chesterfield. The health system’s St. Francis Medical Center has already been a tremendous asset to our residents and the new development will serve us well.”

Bon Secours is a not-for-profit Catholic health system with four hospitals in the greater Richmond metropolitan area; St. Mary’s, Memorial Regional, Richmond Community Hospital and St. Francis Medical Center, as well as Bon Secours Medical Group which is composed of more than 40 physician practice groups.

SportsQuest had six skaters at the trials in Michigan. Sonia Milan placed 11th overall but finished eighth in the women’s 1,000 and made a number of other top group finals.

SportsQuest is planning a sports complex in the Waterford area in Chesterfield County. Dr. Steve Burton is the CEO.

The mission of the Virginia Business Excellence Consortium is to provide a vehicle to help companies identify and obtain support in implementing advanced business practices to improve processes, operations and worker skill levels in Virginia.

A Greener Solution, LLC has signed a 3-yr. lease for 86,000 sq. ft. in the former Waverly Textile Building on Ft. Darling Road. They will be hiring three people to start. Machinery and tool investment is estimated to be $300,000. They will be moving in and beginning tenant upfit in September with operations beginning in November. Virginia T’s, Inc. has completed the relocation of its warehousing operation to Chesterfield County. The company is leasing 208,000 square feet at 11200 Old Stage Road in Chester, Virginia. There are 101 full time and part time employees working at the location. Seventy-five of those employees transferred from the Petersburg location while 26 were new hires. The new investment to Chesterfield County is estimated to be $15,000.

Precision Recycling of Virginia leased 15,370 square feet in the Sustainability Park building at 13101 N. Enon Church Road in Chester. The total investment in capital is about $550,000 for machinery and equipment and its installation with another $450,000 in working capital. The proforma project total is approximately $1,000,000. There will be five full time employees and one part-time employee to start. Bill Richardson is President of Precision recycling Industries, LLC.

Currently glass collected in the curbside and drop off recycling programs has been a challenge for Central Virginia Waste Management Authority because there is no recycled glass processor in the central Virginia region nor within a 100 mile radius. The glass collected is hauled away and is used for drainage in landfills.

This new facility will accept glass from material recovery facilities and other glass collection programs. The glass will be mechanically cleaned removing paper, metals, and other contaminants. It will then be crushed and screened to size. Depending on the final market it will either be optically sorted by color preparing it for glass bottle plants.

UPS Freight has leased 85,018 square feet in Chippenham Square at 7415-7485 Midlothian Turnpike in Chesterfield County.

The shipping company signed a six-year lease with occupancy in June.

Chippenham Square is a 184,894-square-foot retail center that was constructed in 1982 in Richmond’s Midlothian submarket.

Chesterfield County Economic Development assisted the company.

Midkiff Muncie and Ross Ribbon Cutting

After more than 22 years of being located in the City of Richmond, the law firm of Midkiff, Muncie and Ross P.C. has moved to the Arboretum Office Park off Midlothian Turnpike. The firm celebrated their new office location at 300 Arboretum Place, Suite 420, Richmond, Virginia with a ribbon cutting ceremony on May 20th.

Charles Midkiff started the firm in 1987 with one paralegal and an IBM Selectric typewriter. The firm has grown from a solo practice to a firm 50 employees strong with 20 attorneys in the new Arboretum office and three attorneys in their office in Vienna, Virginia.

Chesterfield County and Master Sponsor, Atlantic Constructors, Inc. Announce 2009 First Choice Business Award Winners at Annual Celebrate Chesterfield Business! Event

Each year Chesterfield County honors local companies that contribute to the county’s economy and its citizens through the annual First Choice Business Awards. The intent is to give recognition to businesses that consistently contribute to the community by giving back to the residents of Chesterfield County through community service, that create and deliver products or services that are innovative to its customers, is a leader in valuing its employees, and upholds the principles and standards of ethical business practices.

This year’s First Choice Business Award winners were announced at the annual Celebrate Chesterfield Business! appreciation event held on May 11, 2009.

Bank of Virginia received the Community Impact Award. Bank of Virginia is a community bank headquartered in Chesterfield County with five area branch locations, four of which are located in Chesterfield County. Several bank employees regularly volunteer with the Community in Schools Program, serving as mentors, class readers, and as book and lunch buddies.

The Innovation Impact Award winner was Super Radiator Coils. Although Super Radiator’s core business is the manufacturer of heat transfer coils for the residential, commercial and industrial markets, they recently completed the construction of a Wind Tunnel. This machine will enable their engineering staff to further refine their computer design software to ensure accuracy and design the most cost effective solution for their customers.

ACAC Fitness & Wellness Center was the winner of the Employee Impact Award. ACAC has been in business for 25 years and in Midlothian for four. ACAC Fitness & Wellness Center is the gold standard for health and wellness facilities. At the heart of the organization is ACAC’s mission to change lives. While many health clubs cater to individuals who are already fit, ACAC’s priority is to reach out to inactive adults and their families. Senior and medically based programming and services are an important part of that objective.

The 2009 First Choice Business of the Year was awarded to Super Radiator Coils. Super Radiator Coils has been in business for 80 years and at their current Chesterfield location for 28. The company President is Rob Holt and Ray Birk is the Vice President of Operations. Super Radiator Coils designs and manufactures heat transfer coils for the residential, commercial and industrial markets. While these coils could end up in a person’s back yard as a condenser for an A/C system, it is just as likely that one of these coils could be used in a coal fired power plant or on an IBM super computer.

The Board of Supervisors at the May 27, 2009 meeting will recognize the First Choice Business Award winners.

Sabra Breaks Ground In Chesterfield

Sabra Dipping Co. held a ground breaking ceremony on Tuesday, January 14, 2009 to celebrate the start of construction on its new $60 million manufacturing facility in Chesterfield County, Virginia.

Virginia’s Secretary of Commerce and Trade Patrick Gottschalk joined Chesterfield Board of Supervisors Chairman Art Warren in welcoming Sabra CEO Ronen Zohar to the new site in Virginia. Mr. Zohar spoke kindly about the cooperation and assistance provided by economic development officials as Sabra searched for a location for the 110,000 square foot facility that will employ 260 workers. He said the company looked forward to becoming a part of the community.

Supervisor Warren welcomed Sabra to the county and pledged to work closely with the company to help as they construct the new plant over the next year. Secretary Gottschalk forwarded a message of appreciation from Virginia Governor Tim Kaine for Sabra’s decision to choose Virginia. He called the project a “Grand Slam Home Run” in today’s tough economic environment .

The new state-of-the-art food processing plant will produce the award-winning Sabra branded dips and spreads including the country’s best-selling Sabra hummus and vegetable dips.

Site Slated To Open at Powhite and 288 in the Waterford Business Center

SportsQuest LogoSportsQuest is locating a multi-sport Olympic Training Site at the corner of Powhite Parkway and 288 in Chesterfield County. Total estimated investment for the entire multiplex exceeds $100 million and the project will eventually employ over 500 employees. Projected opening of Phase I is Q1 2010. The site is in the Waterford Business Center and once fully built will encompass approximately 50 acres.

Art Warren, Chairman of the Chesterfield Board of Supervisors said, “This is great news for Chesterfield County as I have always wanted a project like this to locate in our community. This will further enhance the quality of life of Chesterfield citizens and will attract people to live, work and play in Chesterfield County, but on a much higher level than we ever anticipated.”

The Sport and Family Entertainment Multiplex will allow high performance athletes as well as the public to participate in twenty-four Olympic sports, including: swimming, cycling, tennis, triathlon, speed skating, figure skating, hockey, volleyball, gymnastics, martial arts and others. The campus will house the largest group of high performance athletes in the country. Along with the elite athletes training there, programming for the general public in child and adult fitness and recreation will be offered at the site. SportsQuest has proven itself in high performance programming; its short track speed skating program located here includes: a 2006 Olympian and three 2008 US National Champions.

Stephen Burton, Ph.D., CEO and Chairman of SportsQuest, said, “The multiplex will provide a place that people can play sports for fun, fitness or to chase Olympic dreams.” “We will offer three tracks for all of our sports programming, including: recreational participation, competitive youth development, or high performance athletic pursuit,” Burton added.

The multiplex will be capable of hosting National Championships, World Championships, and Olympic Trials in most of the sports. The project will also include a cutting edge sports medicine and sports science facility to serve both the athletes at the training center and the local community. The project will be developed as three phases. Phase I will include: an Aquatics Center, Ice Skating Rink, Sports Medicine Clinic, Fitness Center, and Family Entertainment Center. Phase II is scheduled to include a hotel, a retail plaza, and a 6,000 seat arena for sports and special events. Phase III plans include an indoor/outdoor tennis club and a multi-sport field house.

“The family entertainment center is an important part of the campus program,” Dr. Burton said, “as a resident of the community it was important to me that we increase the opportunities for families in our community to spend time together.”

County Administrator Jay Stegmaier said, “We are very excited about the opportunities this project will make available to Chesterfield citizens as well as the region and State. We look forward to working with Dr. Burton to develop his vision of ‘the Olympic Dream.’”

Chesterfield County Economic Development assisted in the site location and TGM Realty Investors, Inc. will handle the real estate transaction.
